The Mercado Delta is a project of Congressman Ruben Hinojosa and The Delta Region Revitalization Corporation.

Congressman Ruben Hinojosa, who grew up and went to school in Edcouch, secured the $3.1 million grant from the Economic Development Agency to construct the Mercado Delta and provide operating assistance to the DRRC. This grant required a matching source that was provided by Commissioner Sylvia Handy of Hidalgo County Precinct 1 for infrastructure efforts.  With the grant, the DRRC hired staff and has been working on getting the Mercado Delta built and started.

The DRRC, a nonprofit 501(c) 3 corporation, consists of a broad coalition of leaders in the community who are committed to improving the quality of life for families and individuals living in the Delta Region.  The board members are a diverse group of professionals who have no political affiliations and serve on a volunteer basis.   The board has worked together for several years, guiding the development of the Comprehensive Economic Development Strategic Plan for the Delta Region, and the development and operation of the Mercado Delta.
